Oh bollards!
These men are installing bollards to stop cars parking on the pavement outside an Irish sports bar. They are cleaning up at the end of the day. How long do you think it will be before they realize?
Probably when they are in the van ready to drive off and they will probably find that they have to remove quite a bit before driving out and putting it back in place.

It's possible to remove bollards with a simple lock wrench. These men are less stupid than many of the people who find this photo so amusing...
